The other day we sat down for a bit with Nicolas Berggruen — he’s the French “homeless billionaire” who has developed a keen interest in fixing California’s budgeting and governance problems — and he’s ready to commit at least $20 million to help out. (Hey, for some billionaires it’s fast cars and fine wines. For others it’s good government. Who are we to judge.)
