My Note -
It is a long story – but briefly, I am apologizing for dumping this document into my blog inadvertently. I didn’t think it even posted because I was in a hurry intending to make a draft of it on my blog so that when I would be over at my parents’ house, I could access it to email or give it to my daughter in New York over the phone. This is one of several (but this is the most current) research documents of employment possibilities and resources where she is living right this minute. But, by the time she can explore them, she will probably be moved to some other homeless shelter for not having found a job in the last three months. That’s what they do – despite there being a job she is going to for the foodstamp program there and despite having been paying for her baby’s daycare from the little bit of cash they make available to her. It is not realistic in an environment where so many people are out of work and where the unemployment level is hovering around 10% in the US – I don’t know what it is in New York.
Anyway, the document is here in this post unintentionally dumped about resources and employment possibilities, including associations, organizations and some of the businesses generally available in the area of the Upper part of Manhattan in New York.

Non-Refundable Application Processing Fee
Refer to the front of the exam announcement for the required processing fee. If a fee is due and you wish to complete the online filing process, you must choose the option to pay by credit card unless you qualify for a waiver as described below.
The fee is charged to defray the cost of processing applications. It is due at the time an application is submitted. The fee is non-refundable and, therefore, will not be returned if you decide you didn’t want to apply for that test, your application is disapproved, you do not take the test(s) or you are not successful on the examination. Also, the fee payment cannot be transferred to another examination.
No fee is due if you are unemployed and primarily responsible for the support of a household. Choose the option, I am unemployed and primarily responsible for the support of a household.
No fee is due if you are determined eligible for Medicaid, or receiving Supplemental Social Security payments, or Public Assistance (Temporary Assistance for Needy Families/Family Assistance or Safety Net Assistance) or are certified Job Training Partnership Act/Workforce Investment Act eligible through a state or local social service agency. Choose the option, I am receiving public assistance.
If you are a NYS employee in a position represented by CSEA and you are applying for an open-competitive examination, you are not required to submit a processing fee under current negotiated agreements. Choose the option I am a NYS employee and my fee is paid by my union (CSEA Negotiating Units 02, 03, 04 & 47). Refunds will not be issued to employees covered by the agreements if they submit a fee.
All claims are subject to verification. Those not supported by appropriate documentation are grounds for barring or rescinding an appointment.
Admission to Examination
We usually review your application before the test to be sure that you qualify. Generally we will advise you if we need more information. You may be admitted to the test pending a full review of your application. If you take the test but your application is disapproved later, you will not receive a test score. If your application is disapproved, we will notify you of the reason.
If you are applying for a written test and you do not receive a notice from us by three days before the test date, immediately call (518) 457-6470 in the Albany area, or toll free at 1-877-697-5627 (press 2, then press 1). We cannot accept collect calls.

Unless the exam announcement states otherwise, written tests are held in the following locations, although some may not be open for every examination. You will be assigned to the nearest open location based on the postal ZIP code for your mailing address.

Coat Check
All bags are subject to security inspection before entering the Museum. The Museum requires visitors to check backpacks of any size, shopping bags, and all bags larger than 11 by 17 by 6 inches (28 by 43 by 15 centimeters). Please leave oversized items at home so you may comfortably enjoy your visit to the Museum. The checkroom will not accept laptops, cameras, luggage, or valuables of any size. The Museum may refuse to accept other items at its discretion, and it is not responsible for items held in the checkroom.

Energy Efficiency Forum Keynote Speaker – Gary Locke was appointed by President Obama as the 36th Secretary of Commerce and sworn into office on March 26, 2009.
At the Department of Commerce, Locke is charged with helping implement President Obama’s ambitious agenda to turn around the economy and put people back to work.
As the first Chinese-American to hold this post in a president’s cabinet, Locke has a distinctly American story. His grandfather emigrated from China to Washington state, initially finding employment as a servant, working in exchange for English lessons. Locke’s father, also born in China, was a small business owner, operating a grocery store where Locke worked while receiving his education from Seattle’s public school system. His strong work ethic and determination eventually took him to the highest office in the state of Washington.
Prior to his appointment, Locke helped U.S. companies break into international markets as a partner in the Seattle office of the international law firm, Davis Wright Tremaine LLP. There, he co-chaired the firm’s China practice and was active in its governmental relations practice.
As the popular two-term governor of Washington, the nation’s most trade-dependent state, Locke broke down trade barriers around the world to advance American products. He helped open doors for Washington State businesses by leading 10 productive trade missions to Asia, Mexico and Europe, significantly expanding the sale of Washington products and services. He also successfully strengthened economic ties between China and Washington State. His visits are credited with introducing Washington companies to China and helping more than double the state’s exports to China to over $5 billion per year.
As part of his considerable trade and economic development efforts, Locke launched Washington’s Competitiveness Council with business, labor and civic leaders working together to effectively position Washington State for success at home and around the world. During the eight years of the Locke Administration, the state gained 280,000 jobs.
The Honorable Jennifer Granholm
Governor, State of Michigan
Investing in Energy
Energy Efficiency Forum Speaker – Jennifer M. Granholm was elected governor in 2002 and re-elected in 2006. She began her career in public service as a judicial clerk for Michigan’s 6th Circuit Court of Appeals. She became a federal prosecutor in Detroit in 1990, and in 1994, she was appointed Wayne County Corporation Counsel. Granholm was elected Michigan’s first female attorney general in 1998.
Since becoming governor, she has worked to transform and grow Michigan’s economy through diversification, create jobs, ensure world-class educational opportunities for every Michigan student, create universal access to affordable health care, and stand up for Michigan workers and families during tough economic times. While aggressively pursuing her top priority of putting Michigan families first, she has also worked to ensure that state government spends every penny efficiently and has successfully resolved more than $9 billion in budget deficits.
Granholm’s comprehensive economic agenda includes growing a new alternative energy sector that will transform Michigan’s rustbelt image to a greenbelt reality, help end our nation’s dependence on foreign oil, and help train unemployed and under-employed citizens for high-demand jobs through the No Worker Left Behind initiative, which has enrolled more than 100,000 people since its launch in 2007.

America’s Energy Future
Energy Efficiency Forum Guest Speaker – Congressman Steve Israel represents New York’s 2nd Congressional District, including the Long Island communities of Huntington, Babylon, Islip, Smithtown and Oyster Bay. He was first sworn into Congress in 2001.
Israel is a member of the House Appropriations Committee. He serves on the Energy and Water Appropriations Subcommittee, which funds the Department of Energy and Army Corps of Engineers; the Military Construction and Veterans Affairs Appropriations Subcommittee, which funds all U.S. military bases and the Veterans Administration; and the State and Foreign Operations Appropriations Subcommittee, which funds the U.S. State Department and all U.S. foreign policy activities.
Israel was appointed to the Select Intelligence Oversight Panel, which consists of only 13 Members who review budgets and programs by the US intelligence community. The panel was a key recommendation of the 9-11 Commission.
Israel previously served on the House Armed Services Committee and the House Financial Services Committee.
Energy Policy
Israel is considered a leader on U.S. energy security, reducing dependence on foreign oil, lowering energy costs, and creating an innovative clean technology economy. His key energy accomplishments include proposing and helping to pass the successful Cash for Clunkers program; successfully leading opposition to the former Bush Administration’s budget cuts for energy efficiency and renewable energy; and passing legislation to restore Obama Administration reductions for hydrogen fuel research and development. Congressional Quarterly called Israel’s comprehensive energy security proposals an ambitious blueprint for energy issues.
In 2009, Israel proposed and passed the Solar Villages Initiative, which will spread U.S. solar energy technologies in villages throughout the developing world.
He also passed legislation that will lower utility bills by making it easier for families and small businesses to finance the installation energy-efficient and renewable energy technologies.
Ira Magaziner
Chairman, Clinton Climate Initiative, The William J. Clinton Foundation
Advances in Energy Efficiency and Clean Energy Generation
Ira C. Magaziner currently serves as the Chairman of the Clinton Climate Initiative and the Clinton Foundation HIV/AIDS Initiative. He is also on the board of the Alliance for a Healthier Generation and the Clinton Hunter Development Initiative.
From 1993 through 1998, he served as Senior Advisor to President Clinton for Policy Development at the White House. In this capacity, he supervised the development and implementation of the administration’s policy for commercialization of the Internet and worked with First Lady Hillary Rodham Clinton on the development of the President’s Health Reform Initiative. Mr. Magaziner also chaired a joint National Economic Council/National Security Council Initiative to increase US exports and served as a member of the National Domestic Policy Council.
Prior to his White House appointment, Mr. Magaziner earned respect as one of America’s most successful corporate strategists, building two successful corporate strategy consulting firms and assisting major corporations in developing their business strategies. Prior to forming his own companies, he worked in Boston, London and Tokyo for the Boston Consulting Group.
He also served as co-chairman of the National Commission on Skills of the American Workforce with former Labor Secretaries Bill Brock and Ray Marshall, co-authoring the landmark report America’s Choice – High Skills or Low Wages. Mr. Magaziner graduated in 1969 as valedictorian from Brown University and attended Balliol College, Oxford as a Rhodes Scholar. He has received honorary doctorate degrees from Brown University, the University of Rhode Island, the University of Maryland and the New England Institute of Technology.
Mr. Magaziner has served on the boards of numerous charitable and educational organizations nationally and in his home state of Rhode Island.
Mason Emnett
Associate Director, Office of Energy Policy and Innovation, Federal Energy Regulatory Commission
Building a Smart Electricity Network
Energy Efficiency Forum Speaker – Mason Emnett is Associate Director of the Office of Energy Policy and Innovation at the Federal Energy Regulatory Commission. The Office provides leadership in the development and formulation of policies and regulations to address emerging issues affecting wholesale and interstate energy markets.
Mr. Emnett joined the Commission in 2006, serving as Senior Legal Advisor in the Commission’s Office of General Counsel. There he advised the Commission on legal and policy matters related to electric transmission service, wholesale power sales, electric system reliability, corporate regulation of public utilities, and enforcement proceedings. Prior to joining the Commission, Mr. Emnett was in private practice with the law firm of Skadden, Arps, Slate, Meagher and Flom LLP in Washington, D.C, where he represented public utilities appearing before the Commission on matters related to market design, wholesale rates, mergers and acquisitions, and regulatory compliance.
Mr. Emnett is a graduate of the Georgetown University Law Center and of the University of Texas at Arlington.
Michael T. Eckhart
President, American Council On Renewable Energy (ACORE)
Opportunities in Renewable Energy
Michael Eckhart is President of the American Council On Renewable Energy (ACORE), co-chairman of the World Council for Renewable Energy (WCRE), and a member of the Steering Committee of the REN 21 global policy network. Since its formation in 2001, ACORE has grown to have over 400 organizational members; producing three major national conferences per year on renewable energy business, finance and policy; and participating in international renewable energy policy affairs.
Mr. Eckhart is a member of the Clinton Global Initiative. He also works through Solar International Management, Inc. on the financing of solar energy (SolarBank), and on the development of a new international debt security called Global Development Bonds (GDB) for the financing of sustainable development in the developing countries. He has over 25 years of experience in renewable energy, power generation, high technology, and finance. Previously, he was CEO of the IPP development firm United Power Systems, Inc.; Vice President of the venture capital firm Aret? Ventures, Inc.; Manager of Strategic Planning for the Power Systems Sector of General Electric Company; and a Principal of Booz, Allen & Hamilton’s energy practice. He served in the US Navy Submarine Service. He received a BS in Electrical Engineering from Purdue University and an MBA from Harvard Business School.
Mark Ginsberg
Senior Executive, The Office of Energy Efficiency and Renewable Energy USDOE
Global Green Cities & Summary of Day 1 Sessions
Mark Ginsberg was appointed by the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE) to serve on a newly created EERE Board of Directors. In that capacity, Mr. Ginsberg and the Board direct EERE policy, strategies and budgets and serve as ambassadors for EERE. As a senior executive advisor to the Assistant Secretary, his portfolio includes energy efficiency, renewable energy, and climate change technologies. Previously in December, 1991, until July 1997, Mark directed the Federal Energy Management Program, where he provided leadership for Federal agencies to reduce energy consumption $1 billion in their 500,000 buildings. Prior to joining DOE in 1991, Mr. Ginsberg served as Director of the Arizona Energy Office, which was a division of the Department of Commerce, where Mr. Ginsberg oversaw energy and solar programs and helped make the connection between energy efficiency and economic development.
He has received many honors, including most recently, a Lifetime Achievement Award from the Alliance to Save Energy. To recognize his lifetime contributions, the U.S. Green Building Council established a permanent Ginsberg Fellowship in 2003.
Heather Henriksen
Director of the Office for Sustainability, Harvard University
Sustainability at Harvard University
Energy Efficiency Forum Speaker – Heather Henriksen is the Director of the Office for Sustainability at Harvard University. She recently completed a mid-career Masters in Public Administration at the Harvard Kennedy School (HKS) with a focus on energy and environment. While a student at HKS, Heather was a member of the Harvard University Task Force on Greenhouse Gas Emissions, commissioned by President Drew Faust to recommend a GHG reduction goal for the University. Heather is also a partner of Environmental Entrepreneurs (E2), a national community of business people lobbying for environmental policies which protect the environment while building economic prosperity. Heather’s work with E2, since 2002, has brought her into closer partnership with the Natural Resources Defense Council. Before graduate school, Heather was Director of Corporate Marketing & Business Development at Time Warner.
Allan Schurr

The Promise of a Smart Grid
Allan Schurr is responsible for IBM’s market strategy, regulatory policy, and partner management for the global electric, gas, and water industries. IBM’s solutions include offerings in customer management, advanced metering infrastructure, and work & asset management that integrate the breadth of IBM hardware, software, and service offerings.
In addition, Schurr leads IBM’s utility initiatives for emerging solutions targeting the role of energy in a Smarter Planet, supported by a broad ecosystem. In this role, Schurr is working with utility companies to accelerate the development of Smart Grid and the integration of renewable energy sources and distributed energy assets like plug-in vehicles.
Schurr is a frequent speaker and has testified before the US Congress regarding the benefits of smart grid technology and impediments to its development. In 2010 he was named to earth2tech’s Top 15 Connected Car Influencers, and he holds a patent for System and Method for Energy Usage Curtailment and received a bachelor’s degree in mechanical engineering from the University of California Davis and a masters in business administration from St. Mary’s College in California. He is a registered engineer in the State of California.

Energy Efficiency Forum Speaker – Timothy Wirth is the President of the United Nations Foundation and the Better World Fund. Both organizations were founded in 1998 through a major financial commitment from Ted Turner to support and strengthen the work of the United Nations.
Wirth began his political career as a White House Fellow under President Lyndon Johnson and was Deputy Assistant Secretary for Education in the Nixon Administration. In 1970, Wirth returned to his home state and ran successfully for the U.S. House of Representatives in 1974. He represented Denver suburbs in Congress from 1975-1987. As a first term Congressman, Wirth organized the Freshman Revolt in 1975, and with colleagues Norman Mineta, Leon Panetta and Dick Gephardt, he was part of The Gang of Four challenging the budget process and developing a high technology and alternative budget in 1982. As Chair of the Communications Subcommittee, he was the lead legislator in restructuring the cable television and telephone industries. Wirth also authored the Indian Peaks Wilderness Act of 1978.
Wirth was elected to the U.S. Senate in 1986 where he focused on environmental issues, particularly global climate change and population stabilization. In 1988, he organized the historic Hansen hearings on climate change. With his close friend, the late Senator John Heinz (R-PA), he authored Project 88 , outlining the groundbreaking Cap and Trade idea which became law in the Clean Air Act Amendments of 1990. He authored the far-reaching Colorado Wilderness Bill which became law in 1993, and with Senator Alan Simpson (R-WY) he authored major legislation focused on population stabilization. Wirth also organized the Senate Task Force on the Expansion of Major League Baseball, which became a major factor in the awarding of a new expansion franchise to Denver. He chose not to run for re-election in 1992, citing in a front page cover story in the Sunday New York Times Magazine (August 9, 1992), frustration with the ever increasing role of money in politics to the exclusion of focus on public policy.

Energy Efficiency Forum Speaker – Rob Bernard is Microsoft Corp.’s first chief environmental strategist. Microsoft, like most companies with cafes and lunchrooms, used to generate enormous piles of waste by throwing out napkins, cups, plates – and plastic forks, spoons, and knives. But in July 2008, in response to interest from employees to adopt less wasteful ways, Microsoft switched to compostable kitchenware and started composting food waste. These moves have slashed the company’s waste stream from its cafes and break rooms nearly in half. It s made a significant improvement, says Bernard, standing in line in one of the company’s cafes – compostable plate and utensils in hand. It really shows what you can do when you empower people to figure out how to create change.
Bernard’s work is aimed at benefitting the environment both inside the company and through partners and customers. Since taking on the new post of chief environmental strategist in November 2007, Bernard has helped organize and focus what had been Microsoft’s sincere but somewhat fragmented approach to environmental sustainability. She also served as Chief Engineer of the 2005 Ford Escape Hybrid, the industry’s first full hybrid SUV. In 2005, she led the launch of Ford’s first hydrogen-powered fuel cell fleet program. She began her career at Ford in 1988, holding a variety of positions in finance, product and business planning, and engineering.

Climate Change: Addressing the Growing Crisis with Efficiency and Renewable Energy
Dr. Chuck Kutscher is a Principal Engineer and Manager of the Thermal Systems Group at the National Renewable Energy Laboratory in Golden, Colorado. He also leads the research on parabolic trough solar collector systems and was the co-author of a recent report to Congress on the water use of concentrating solar power plants. He is a Past Chair and a Fellow of the American Solar Energy Society (ASES) and was General Chair of the SOLAR 2006 national solar energy conference, which focused on energy solutions to climate change. He is editor of the 200-page ASES report, Tackling Climate Change in the U.S., which details how energy efficiency and six renewable technologies can greatly reduce U.S carbon emissions by 2030. He is an adjunct professor at the University of Colorado at Boulder (UCB) and a Founding Fellow of the UCB Renewable and Sustainable Energy Institute. Dr. Kutscher writes a regular column about addressing climate change for SOLAR TODAY magazine, and he gives frequent presentations on climate change and renewable energy.
Presentation Abstract: The recent furor over emails and minor errors in a three-thousand page report by international scientists have lulled the American public into complacency regarding climate change. But the rapid acceleration of ice loss at both poles and in mountain glaciers around the world underscores the seriousness of this growing and unprecedented environmental crisis. Numerous studies have concluded that widespread damage from climate change will incur enormous costs to our economy unless we rapidly adopt energy efficiency and carbon-free energy solutions. These technologies are already proving profitable, and their benefits will multiply as we place an inevitable price on carbon dioxide emissions commensurate with the damage they cause. This presentation will review the latest scientific evidence for global warming, explain what targets we must aim for, and show how we both the environment and the economy can benefit from a transition to energy efficiency and renewable energy.

Sean Casten is an executive and thought leader committed to the efficient generation of energy. Before taking the helm of Recycled Energy Development (RED), he served for seven years as president and CEO of Turbosteam Corporation, a company that helps manufacturers turn their waste energy into clean power and steam. He was also a manager in Arthur D. Little’s energy practice, where he specialized in technology and strategic issues surrounding alternative fuels and emerging approaches to producing power.
Sean’s advocacy work has been extensive. He served as chairman of the U.S. Clean Heat and Power Association (USCHPA) in 2007 and founding chairman of the Northeast Combined Heat and Power Initiative in 2005. He has authored numerous papers, testified before the U.S. Senate, and given talks and interviews across the country on the topic of on-site power generation, particularly on the business opportunities it presents and the technological, regulatory, and financial barriers it faces. Presentation Abstract: Energy waste is pervasive, creating a massive opportunity for US industrials to lower their energy costs AND reduce their CO2 footprint. US DOE and EPA studies show that just by recovering presently wasted energy, the US could slash power costs and reduce our total CO2 emissions by over 10%. In spite of this opportunity, our economic and environmental policies are largely in conflict with each other, framing a win for one as a loss for the other, and preferentially directing scarce resources towards more expensive environmental controls. This presentation will provide an overview of fundamentals that are placing upward pressure on US electricity costs, provide select case studies of industrials who have recovered waste energy to take control of their own energy future and conclude with an overview of the broader industrial opportunity and how to capture it.

The National Strategy lays out the pathway toward a long-term goal of an electrified transportation system that is no longer dependent on oil, along with the interim policies needed to reach that goal while keeping our economy and our nation strong and secure.

He oversees a number of partnerships and collaborations between EPRI and electric utilities, automotive companies, local, state, and federal agencies, national laboratories, and academic research institutions.

This power grid ensures not only our safety and security, but is vital to our continued growth in productivity and prosperity. This public good , an infrastructure built and maintained on our behalf, is aging and overstressed. While it has served us remarkably well, it is now incumbent upon us to upgrade it to meet the changing demands of our 21st Century economy and society.
We must now build GRID 3.0; a cleaner, more efficient grid; one that meets the needs of a digital and highly interactive economy; and one that maintains affordability, reliability, safety and security for every consumer.

Mr. Kolodziej is president of the NGVAmerica (formerly the Natural Gas Vehicle Coalition) — a national organization dedicated to the development of a growing, sustainable and profitable market for vehicles powered by natural gas and biomethane. NGVAmerica represents more than 100 engine, vehicle and equipment manufacturers; fleet operators and service providers, natural gas companies, and environmental groups and government organizations interested in the promotion and use of natural gas and biomethane as transportation fuels.
Prior to joining the NGVAmerica in 1996, Mr. Kolodziej was group vice president of the American Gas Association where he held a number of senior positions including vice president of planning, vice president of communications, and senior vice president of marketing and communications.

Energy Efficiency Forum Speaker – Dr. Thomas Reddoch is Manager of the Energy Utilization Research area of the Power Delivery & Markets Sector. His program management responsibilities include the Energy Efficiency Initiative, Electric Transportation, and Distributed Generation and Storage programs.
Before joining EPRI in 2007, Dr. Reddoch had a 30-year career specializing in the development and deployment of new methodology and technology to solve electric utility industry problems. He served as an executive officer at several early-stage and developmental technology companies. Prior to that, he was co-founder and Executive Vice President of Electrotek Concepts, Inc., a high tech engineering firm focused on applications in the electric utility industry for load management, distribution automation, renewable energy resources, power quality, and pricing systems technology.
In 1985, Dr. Reddoch was a member of the team that established EPRI’s Power Electronics Applications Center (PEAC) in conjunction with the Tennessee Center for Research and Development. Before that, he was a Program Director at Oak Ridge National Laboratory where he directed and managed a major national R&D program for the U.S. Department of Energy in electric power systems research.
Dr. Reddoch received a BS degree in electrical engineering and an MES degree in engineering science from Lamar University in Beaumont, Texas. He holds a PhD in electrical engineering from Louisiana State University in Baton Rouge.
David Sandalow

Energy Efficiency Forum Speaker – David Sandalow serves as Assistant Secretary for Policy and International Affairs with the U.S. Department of Energy. Most recently, he was an Energy & Environment Scholar and a Senior Fellow in the Foreign Policy Studies Program of the Brookings Institution. He also served as the Energy & Climate Change Working Group Chair of the Clinton Global Initiative. He is the editor of Plug-In Electric Vehicles: What Role for Washington? (Brookings Press, 2009), author of Freedom from Oil (McGraw-Hill, 2008) and has written widely on energy and environmental policy.
Previously, Mr. Sandalow served as Assistant Secretary of State for Oceans, Environment and Science; Senior Director for Environmental Affairs, National Security Council; Associate Director for the Global Environment, White House Council on Environmental Quality, and Executive Vice President, World Wildlife Fund-US. He has a B.A. in Philosophy from Yale College and a J.D. degree from the University of Michigan Law School.

Energy Efficiency Forum Speaker – Dr. Stephen Stokes brings over 20 years of experience working at the interface of climate change, research, teaching, and consultancy to AMR Research. His primary responsibility is guiding companies in understanding risks and exploring opportunities presented by the challenges of climate change and sustainability. Stephen additionally contributes to aspects of research and advisory services in the mining and industrial chemicals sectors.
Before joining AMR Research, Stephen worked as a Resources and Environmental Manager at Perry Resources Ltd. He also served as CEO and Executive Director at Andrew.Stewart Holdings Ltd, which provides advisory, IT solutions, planning, and carbon management services to business interests and local government in Australasia.
Stephen earned his MSc in Earth Sciences from the University of Waikato, his MBA from the University of Auckland, and his Doctorate in Climate Change and Applied Physics from the University of Oxford. Stephen remained at Oxford for much of the earlier portions of his career where he researched, consulted, and taught on the Environment Change and Management program and other interdisciplinary programs.

During the summer months, New Yorkers are especially vulnerable to heat-related hazards. On warm summer days, the city can be as much as 10 degrees warmer than its surrounding areas. The city’s infrastructure — largely made up of asphalt, concrete and metal — traps the heat. This is known as the urban heat island effect.
Heat waves are particularly dangerous for children, seniors, people with cardiovascular disease, and people taking psychotropic and other medications. In July and August of 2006, extreme heat waves gripped New York City, claiming 46 lives and disrupting power throughout pockets of the city. In France, a blistering heat wave in August 2003 left an estimated 15,000 dead, many of whom were seniors. In July 1995, a two-week long Chicago heat wave — which saw the heat index peak at 119°F — claimed 465 lives. More than half of the victims were 75 or older. According to the Centers for Disease Control, social isolation and the inability to care for oneself put a person at greater risk for heat-related illness.
A heat wave’s duration plays an important role in how people are affected. Studies show that a significant rise in heat-related illnesses occurs when excessive heat lasts for more than two days. Spending even two hours per day in air-conditioned spaces can significantly reduce the number of heat-related illnesses.

Quick Heat-Beating Tips
* If possible, stay out of the sun. When in the sun, wear sunscreen (at least SPF 15) and a hat to protect your face and head.
* Use an air conditioner if you have one. Set the thermostat no lower than 78 degrees.
* If you do not have an air conditioner, keep rooms well-ventilated with open windows and fans. Consider going to a public pool, air-conditioned store, mall, movie theater, or cooling center.
* Fans work best at night, when they can bring in cooler air from outside.
* Make a special effort to check on your neighbors during a heat wave, especially if they are seniors, young children, and people with special needs. Many older New Yorkers live alone and could suffer unnecessarily in the heat because they are isolated from friends and family.
* Seniors and others who may be sensitive to extreme heat should contact friends, neighbors, or relatives at least twice a day during a heat wave.
* Drink fluids – particularly water – even if you do not feel thirsty.* Avoid beverages containing alcohol, caffeine, or high amounts of sugar.
* Wear lightweight, light-colored, loose clothing that covers as much of your skin as possible.
* Never leave children, pets, or those who require special care in a parked car during periods of intense summer heat.
* Avoid strenuous activity, especially during the sun’s peak hours – 11 a.m. to 4 p.m. If you must engage in strenuous activity, do it during the coolest part of the day, usually in the morning between 4 a.m. and 7 a.m.
* Cool showers or baths may be helpful, but avoid extreme temperature changes. Never take a shower immediately after becoming overheated – extreme temperature changes may make you ill, nauseated, or dizzy.
* During heat emergencies, the City may open cooling centers. If cooling centers are open, call 311 (TTY: 212-504-4115) or locate a center online.
*People with heart, kidney or liver disease, or on fluid restricted diets should check with their doctors before increasing fluid intake.
Heat-Related Illnesses
Seek help if you feel symptoms of heat-related illness.
HEAT CRAMPS: Heat cramps are muscular pains and spasms, usually in the leg or stomach muscles, resulting from heavy exertion during extreme heat. Heat cramps usually occur when the heat index is between 90 and 105 degrees. Although heat cramps are the least severe of all heat-related health problems, they are often the first signal that the body is having trouble coping with the heat and should be treated immediately with rest and fluids. Stretching, gentle massaging of the spasms, or direct, firm pressure on cramps can reduce pain. Seek medical attention if pain is severe or nausea occurs.
HEAT EXHAUSTION: Heat exhaustion occurs when body fluids are lost through heavy sweating due to vigorous exercise or working in a hot, humid place. Blood flow to the skin increases, causing blood flow to vital organs to decrease. Symptoms include: sweating, pale and clammy skin, fatigue, headache, dizziness, shallow breaths, and a weak pulse.
Heat exhaustion should be treated with rest in a cool area, sipping water or electroyte solutions, applying cool and wet cloths, elevating the feet 12 inches, and further medical treatment in severe cases. If not treated, the victim’s condition may escalate to heat stroke. If the victim does not respond to basic treatment, seek medical attention. Heat exhaustion usually occurs when the heat index is between 90 and 105 degrees.
HEAT STROKE: Heat stroke — also called sunstroke — occurs when the victim’s temperature control system, which produces perspiration to cool the body, stops working. The skin is flushed, hot and dry, and body temperature may be elevated. In fact, body temperature can rise so high that brain damage and death may result if the body is not cooled quickly. The victim may also be confused, develop seizures, breathe shallowly, and have a weak, rapid pulse.
Heat stroke is the most serious heat-related illness and people exhibiting its symptoms should seek emergency medical attention. Heat stroke usually occurs when the heat index is 130 degrees or higher, but can occur when the heat index surpasses 105 degrees.

Ozone Levels and Your Health
Ozone, a major component of smog, is created in the presence of sunlight by reactions of chemicals found in gasoline vapors and emissions from cars and industrial smoke stacks. Hot summer weather can increase ozone levels.
The Environmental Protection Agency monitors ozone levels and issues air quality forecasts. When ozone levels in the unhealthy range are expected, New Yorkers are advised to limit vigorous outdoor physical activity during the afternoon and early evening hours when ozone levels are at their highest. If you have asthma or other respiratory problems, stay in an area where it is cool and the air is filtered or air-conditioned. Outdoor exercise should be scheduled for the morning hours whenever possible.
Children are generally more at risk to the effects of ozone, especially in the summer as children tend to spend more time outdoors. People who exercise moderately (such as jogging) are also at risk, because breathing rate increases with exercise and the amount of ozone delivered into the lung per minute increases. Additionally, ozone can have a dramatic effect on people with asthma, chronic obstructive pulmonary disease, or those sensitive to ozone.
Symptoms associated with unhealthy levels of ozone include:
* Chest pain
* Coughing & wheezing
* Lung & nasal congestion
* Labored breathing
* Nausea
* Eye & nose irritation
* Faster breathing
* Sore throat
High ozone levels can also decrease lung function, increase susceptibility to respiratory infection, and aggravate asthma and other chronic lung diseases. Schedule outdoor exercise and children’s outdoor activities for the morning hours. Individuals who experience respiratory symptoms or chest pain should consult their doctors.
To help reduce ozone levels:
* Avoid driving, especially on hot summer days. Use mass transit, walk, or carpool instead.
* Be careful not to spill gasoline and fill your gas tank during the cooler evening hours.
* Keep your car properly tuned and maintained.
* Seal containers of household cleaners, solvents, and chemicals to prevent evaporation of chemicals that can contribute to ozone formation.

Mission
The Division of Health Policy (DHP) brings together researchers, policymakers, community members, and key stakeholders to think strategically and creatively about the root causes of health outcomes and to identify and develop evidence to influence urban health policies that reduce health disparities, encourage the spread of best practices, and raise awareness of how economic, social, and other policies and practices influence the broad determinants of community health. Current priorities include promoting active aging, strengthening the public health infrastructure, and eliminating disparities in specific populations.
Administrative Assistant
The DHP is seeking an Administrative Assistant to provide key support for NYAM’s statewide center to promote policies that prevent and reduce obesity and related initiatives. The Administrative Assistant will be responsible for scheduling meetings, providing logistical support for a wide array of events, arranging for staff travel, and tracking program expenses. S/he will also be responsible for helping with the production of documents, including copy editing, formatting, and reproduction, as well as creating and updating content for the project’s web site. S/he will work closely with the project coordinator and other staff to help maintain relationships with community partners, meet the reporting requirements of the project, and to insure that the project deliverables are met in a timely fashion.
Job Responsibilities
* Providing all logistical support needed for large trainings and meetings, including finding and securing meeting space, arranging for catering and audiovisual assistance, preparing materials, and tracking RSVPs.
* Scheduling.
* Arranging for staff travel and accommodations for meetings and site visits around New York State.
* Ordering program supplies.
* Tracking program expenses, including preparing invoices, consultation contracts, and budget reports.
* Working with program staff to develop materials, including tracking down research and information, editing documents, formatting, and reproduction.
* Maintaining the project’s web site.
* Acting as liaison with other departments within NYAM, including the business office, human resource, and grants management.
* Working with project staff to meet programmatic and financial reporting requirements.
* Other duties as assigned.
Qualifications
* Must have at least 5 years experience in providing administrative support.
* Experience in scheduling complex meetings and maintaining the schedules of busy professionals.
* Experience in providing logistical support for large trainings or events.
* Ability to thrive in a fast-paced environment.
* Exceptional communication abilities.
* Strong organizational skills.
* Ability to work independently, manage multiple projects and meet scheduled deadlines.
* Must be proficient in Microsoft Office products, including MS Word, PowerPoint, Outlook, and Excel and willing and able to learn other software programs as needed.
* Background and/or interest in public health policy a plus.

Graphics Designer
Development and Communications
NYAM is looking for a creative, talented, and highly motivated Graphics Designer to develop print and electronic design solutions. Candidates should have a facile understanding of how to design across media outlets and should feel equally comfortable designing online and offline. The Graphics Designer will report to the Director of Communications who will set the strategic brand and design directives for each project.
Responsibilities Include (but are not limited to):
* Developing successful design solutions for communications and marketing materials, in keeping with the NYAM brand;
* Working with the Director of Communications, and the NYAM graphics team to conceptualize the look and feel of materials, including NYAM’s annual report, quarterly newsletter, promotional materials and brochures, and some website design;
* Work with colleagues in various departments to prepare and design materials for conferences, announcements, and other time-sensitive projects;
* Work with vendors and appropriate NYAM staff in a professional and collegial manner;
* Go on-press for off-set printing projects to ensure quality control;
* Assist in tracking print inventory and budgets expenses and re-ordering materials, as needed;
* Design projects may include, but not be limited to print projects, handouts, press releases, newsletters, postcards, conference brochures, takeaways, and banners/advertisements
Required Qualifications
* BA or BFA in graphic or interactive design;
* 3-5 years of visual design experience, including graphic and interactive design;
* Sensitivity to working with cultural objects when designing with attention to detail and strong conceptual thinking;
* Intimate knowledge of Adobe InDesign, Photoshop, Dreamweaver, HTML, CSS, and Illustrator; Microsoft Office Suite, and Mac Platform
* A solid understanding of website functionalities, architecture, user interfaces, and navigation;
* Strong verbal and written communications skills;
* Must be a self-starter who can prioritize multiple tasks and work well under deadlines in a fast-paced environment.

Background:
NYAM has been advancing the health of people in cities since 1847. The Conference Center comprises 17,000+ square feet of event space hosting over 20,000 attendees annually. Summary:
The Coat Room Attendant will perform coat check services for visitors and guests during NYAM conferences and events. The Attendant will report to the Director of the Office of Education and Conference Center. This is an on-call, part-time position.

Did You Know?
The Double Discovery Center serves more than 1,000 students each year through its two youth education programs, Talent Search and Upward Bound.
Through the summer of 2005, 212 science teachers have participated in the Summer Research Program for Science Teachers. Teachers completing the program return to their classrooms with a renewed sense of purpose and an increased appreciation for the process of scientific discovery.
Through partnerships with more than one hundred community organizations and agencies, Community Impact serves more than 8,000 people each year, providing food, clothing, shelter, education, job training, and companionship for local residents.
Approximately 3,000 children receive comprehensive dental care each year through the Mobile Dental Center. It travels to 45 local day care and Head Start centers throughout Northern Manhattan.
The Center for Community Health and Education has provided eyeglasses to more than 3,200 students since the inception of the Child Sight Program in 1994.
More than 300 children attended the Riverbank Summer Camp in the summer of 2005.
