- so the Treasury already has a list of people to be asset managers and already has in place a system / mechanism for liquidating these insolvent securities and actually had it in place as of February 2007.

Therefore, what does it mean that happened 2 1/2 to 3 years before that which subcontracting to place this, created it?

That would mean the program was determined in 2002 – 2003 and the process for creating the systems to handle it were begun at that time. Why would the Democratically controlled Congress have pushed for this and where were the influences that convinced a Republican administration and Treasury / Federal Reserve to support it?
